3.2 Quitting the GNU Make debugger

An interrupt (often C-c) does not exit from the GNU Make debugger, but rather terminates the action of any the GNU Make debugger command that is in progress and returns to the GNU Make debugger command level. Inside a debugger command interpreter, use quit command (see Quitting the Make debugger).
